Barrington’s first full-time Town Planner officially started work on September 20, 2005, based in an office on the second floor of Town Hall near the entrance to the Council Chambers. Philip Hervey, AICP, comes to Barrington from Chapel Hill, NC, where he worked as Principal Planner for the Chapel Hill Planning Department.

Chapel Hill is a University town of approximately 50,000 people. Prior to the establishment of a full-time Town Planner, the Town relied on consultants to handle planning functions on a part-time basis.

An important document for the Town Planner is the Barrington Comprehensive Community Plan, a document that guides the Town’s land use decisions. The Barrington Comprehensive Plan was last updated as of July 29, 2002, and will be in effect through July 28, 2007. Rhode Island requires Comprehensive Plans to be updated at least every five years.

A primary responsibility of the Town Planner is administration of Planning Board and Technical Review Committee business, including processing applications for subdivision, development plan and sign review. (The Technical Review Committee acts in an advisory capacity for the Planning Board.) In October 2005, the Planning Board was officially designated the review board authorized to review and approve comprehensive affordable housing permits.

In addition, the Town Planner is involved in a number of other projects such as the development of the Capital Improvement Program and writing grant proposals on behalf of the Town.

Valerie Carroll is new to this diverse position at Town Hall, starting this past year. She brings experience and skills with technology to the Town Hall.
