Spencer Trust

The mission of the Amey Tucker Spencer Trust Fund, a charitable trust, is to benefit Barrington residents utilizing income derived by the Trust. Funding from the Trust has helped those in need through programs and agencies including the East Bay Community Action Program. See the Spencer Trust By-Laws (amended September 11, 2023).

The Spencer Trust Administrator is responsible for working with applicants seeking assistance from the Spencer Trust, including:

  • Requests for a loan for emergency home repairs
  • Requests for Americans with Disabilities Act (ADA) accessibility improvements
  • Referrals to East Bay Community Action and other agencies


Home Repair Program

The Town makes available to income-qualified homeowners zero-interest loans that are forgiven after five and/or ten years if the house has not been sold. Eligible projects include roof replacements, heating system replacements, windows and doors, handicap-accessibility projects, etc.

Please note it is illegal to discriminate against any person because of race, color, religion, sex, handicap, familial status, or national origin.

Crisis Fund

East Bay Community Action Program (EBCAP) administers the Spencer Trust Crisis Fund, which makes available funding to help cover expenses related to crises encountered by income-eligible Barrington residents. The program can provide up to $500 per request per applicant, with a maximum of two requests funded within a 12-month. Applicants must meet EBCAP's income guidelines. 

Emergent Fund

The Town’s Emergent Fund program makes grants available to income-eligible Barrington residents whose household has a financial need due to an unexpected one-time expense or loss of income. Requests are funded on a first come, first-served basis not to exceed $1,000 per eligible household during each six-month application period.

Down Payment Assistance Program

First-time homebuyers looking to buy their residence here in Barrington are eligible for up to $50,000 in down payment assistance for qualified buyers. Assistance will be scaled according to household size, household income, and household assets. Limited funding is available for people looking to move to Barrington. See more information.

Day of Caring

Barrington Day of Caring is a community-wide event for individuals, families, friends, or teams to come together as volunteers to help eligible residents in need through service projects. The event is held in October. See more information.
